A boil-water advisory was issued in parts of Richmond, Virginia, due to repeated clogging issues at the city's water treatment plant. This is the second such incident this year, following a crisis in January caused by a power failure. The advisory affected large areas, including Richmond's west end, downtown, and northern neighborhoods. Officials urged water conservation and promised to investigate the cause and potential improvements. A previous report in April blamed the January crisis on poor emergency planning and maintenance.
