Hawaii's governor signed five bills aimed at curbing illegal fireworks usage. The new laws, effective immediately, allow police to issue $300 tickets for first offenses and impose felony charges for serious incidents. The measures follow a New Year's explosion in Honolulu that killed six people and injured many others. The reforms also allocate funds for an explosives lab and undercover sting operations. Authorities have arrested 10 individuals in connection with the explosion and the investigation is ongoing.
