💨 Abstract
The owner of Camp Mystic, Richard "Dick" Eastland, was monitoring weather conditions before the deadly Texas floods, but it's unclear if he received a critical National Weather Service alert. Eastland began taking action after 2 inches of rain fell, but the timeline of events is now uncertain. The camp is under scrutiny for its emergency response, as the floods have killed at least 132 people. Eastland died while attempting rescues.
