Crowds, including armed groups, loot the trucks, leading to violence and deaths. The U.N. and aid groups criticize the incremental changes, stating that a sustained flow of aid is necessary. Israeli measures are seen as inadequate and cosmetic, with Palestinians risking their lives to secure food.
