💨 Abstract
A congressional report and a U.S. Attorney's investigation found that Washington D.C.'s police chief, Pamela Smith, pressured subordinates to manipulate crime data to show lower crime rates. Both investigations did not find grounds for criminal charges. Smith denies the allegations, and Mayor Muriel Bowser defended her, accusing the committee of political bias. The committee's report is based on interviews with district commanders who testified that Smith encouraged the use of lesser charges to artificially lower crime statistics.
