💨 Abstract

In a move to tackle a "structural crisis" of security and human rights, Ecuador's President Daniel Noboa has proposed a partial constitutional reform that would allow for the chemical castration of convicted rapists. Additionally, he seeks to establish a restricted registry of convicted rapists to prevent their involvement with children. This proposal must first be reviewed by the Constitutional Court, and if approved, will go to the National Assembly for debate and voting.
