On July 3, 2025, Mexico's Congress approved a significant reform to the General Law on Forced Disappearance, establishing a centralized biometric identification system via the Plataforma Única de Identidad (PUI). This reform, while intended to facilitate the search for disappeared individuals, has drawn criticism due to its potential to create a mass surveillance apparatus. Key concerns include the compulsory collection of biometric data, unrestricted access for certain institutions, and insufficient oversight.
