In Congo, the U.N. peacekeeping mission leader, Bintou Keita, met with M23 rebel group leaders in Goma, discussing civilian protection and peace. The rebel group, backed by Rwanda, has seized key cities and faces war crime allegations. The conflict, involving about 100 armed groups, has displaced over 7 million people. The U.N. mission, MONUSCO, is gradually withdrawing as local frustrations grow due to ongoing violence.
