During Emmanuel Macron's state visit, the primary focus was on the small boats migrant crisis. Macron and UK Prime Minister Keir Starmer discussed a potential 'one in, one out' policy, swapping small boat migrants sent back to Europe with asylum seekers having legitimate ties to the UK. The intention is to deter migrants by making the journey seem less guaranteed. Initially, around 50 migrants a week would be swapped, a fraction of current arrivals.
