The Odisha government has restructured its State Disaster Management Authority (OSDMA) to prioritize risk reduction and resilience over preparedness and disaster response. This shift is in response to the increased frequency of disasters such as cyclones, rainfall, and flash floods. The OSDMA, established after the 1999 super cyclone, will now consist of four divisions, each headed by an executive director.
