💨 Abstract

In the late 1990s and early 2000s, India saw significant strides in disability rights activism. The Persons with Disabilities Act 1995 was a landmark legislation, though it lacked enforcement mechanisms. Activists pushed for disability inclusion in Census 2001, but the count was inadequate due to poor training. Census 2011 also underreported disability numbers.
