During the 1990s, Prime Minister P.V. Narasimha Rao shifted India's foreign policy to focus on economic interests and national security. He pursued nuclear weapons testing and engaged with unfriendly regimes in Myanmar and Bangladesh through the "Look East Policy" (LEP). The LEP aimed to balance national interests by improving economic connectivity, accepting the junta's endurance, and dealing with friendly authoritarians.
