Angola, Africa's second-largest oil producer, offers the cheapest diesel in Southern Africa at $0.44 per litre. This is due to its substantial oil reserves, government subsidies, and domestic refining capabilities. Angola produces around 1.098 million barrels of crude oil daily, with the Luanda Refinery meeting about 20-30% of domestic demand.
