The City opposed the District Development Model (DDM) rules, particularly the requirement for a centrally approved "One Plan," arguing it would infringe on local autonomy and create unnecessary bureaucracy. After negotiations, the controversial clauses were removed, allowing Cape Town to retain its constitutional powers and avoid duplicating existing planning systems. The revised regulations now emphasize collaboration rather than control.
