The Cape of Good Hope SPCA welcomed the court's decision, citing a disturbing pattern of behavior. Hloni was recently re-arrested after escaping from Sea Point police station with two puppies. The SPCA praised community efforts in his re-arrest and ongoing investigations into additional animal abuse allegations.
