đź’¨ Abstract

The City of Cape Town changed its 2025/26 budget after complaints about a 20% rate hike. Mayor Geordin Hill-Lewis introduced revised measures to reduce financial pressure on middle-income and pensioner households, while retaining a R40 billion infrastructure investment. Key changes include reduced electricity pricing, a shift to a property value-based fixed charge, and incentives for high-value properties with low utility usage to sell excess solar power.
