đź’¨ Abstract
Jose Zelaya, 44, pleaded guilty to involuntary manslaughter for a 2023 crash that killed 17-year-old Rebekah Zarco in Burke, Virginia. Zelaya was driving at 87 mph in a 40 mph zone and appeared to be racing another car. Zarco, who was turning left, was killed, while her younger brother and two friends were injured.
