A 13-year-old boy drowned in Carroll County, Maryland, after being swept away by floodwaters during evening storms. Despite efforts by police and firefighters, the strong current and small diameter of a drainage pipe hindered the rescue. Officials warn of the dangers of moving water and urge supervision around such hazards.
