💨 Abstract
Over the past decade, local and state agencies in Kerr County, Texas, missed chances to fund a flood warning system, despite knowing the risks in an area prone to flash floods. The proposed system, costing around $1 million, included flood monitoring equipment and sirens to alert residents and tourists along the Guadalupe River. Opposition from residents and officials over costs and noise, along with bureaucratic hurdles, prevented the project's implementation.
