In 2025, former New York City interim police commissioner Thomas Donlon filed a civil racketeering lawsuit against Mayor Eric Adams and top police officials, alleging they promoted loyalists, buried misconduct, and punished whistleblowers. Donlon accused them of operating the NYPD as a "criminal enterprise," manipulating promotions, and obstructing internal investigations. This lawsuit follows similar allegations from four other former high-ranking police officials.
