💨 Abstract
In 2025, the removal of 21 children from a Los Angeles-area couple highlighted issues in surrogacy practices, which lack federal regulation. The couple, Silvia Zhang and Guojun Xuan, were accused of neglect and have ties to a company that might have facilitated surrogacy arrangements. The FBI is investigating, and 6 children were found with family friends.
