The order facilitates civil commitment for those deemed a risk to themselves or others, redirecting them to treatment centers. It also prioritizes federal grants for cities enforcing prohibitions on drug use, camping, and loitering. The National Homelessness Law Center criticized the order, stating it does not address housing affordability and will exacerbate homelessness.
