The U.S. government imposed sanctions on the Cártel de Santa Rosa de Lima and its leader, José Antonio Yépez Ortiz, known as "El Marro," for their role in fuel theft and smuggling, which has increased violence in Mexico and created an illegal energy market. The Treasury Department accused the cartel of stealing gasoline and crude oil, primarily in Guanajuato, affecting Pemex and legitimate U.S. energy companies.
