The reforms, supported by the Trump administration and opposed by Democrats, aim to expand Pell Grants to workforce training but could make college less affordable. Key changes include prohibiting Pell Grants if total aid meets or exceeds the cost of attendance, potentially impacting 144,116 Virginia students who received Pell Grants in 2023-24.
