💨 Abstract
The uptake of free electricity and water services for indigent households in South Africa has been declining over the past decade. Stats SA reports that the percentage of consumers receiving free water dropped from 38% in 2014 to 16% in 2023, and for electricity, it decreased from 25% to 14%.
