Council member Calvin Hawkins called it one of the most unusual cases he’s seen in his 30-year career. The county has reported a variety of illegal dumpings in the past, with the fine for such offenses reaching up to $17,000 or a year in jail. Residents are encouraged to report illegal dumping.
