💨 Abstract
The U.S. Immigration and Customs Enforcement (ICE) has expanded its ability to detain individuals who entered the country illegally. Effective July 8, 2025, ICE requires that the Homeland Security Department make an exception for release, instead of allowing bond hearings. The directive stems from 1966 law and a new $170 billion investment, which is roughly ten times the current budget.
