An English tourist, Alicia Kemp, 25, has been charged with dangerous driving causing death after a fatal e-scooter collision in Perth. She was allegedly over three times the legal alcohol limit when she crashed into Thanh Phan, 51, who later died from a brain injury. Kemp faces up to 20 years in prison. Phan's family has called for a review of e-scooter regulations, leading the WA government to launch an inquiry.
