The article reports on the runoff election for the Democratic nominee for Georgia Public Service Commission's District 3 seat. Peter Hubbard leads Keisha Waites in early returns. The winner will challenge Republican incumbent Fitz Johnson. The election, delayed by a lawsuit, focuses on Georgia Power bills and the shift to green energy and more representation for Democrats and Black people in the commission, currently all Republicans.
