Russian President Vladimir Putin has proposed a temporary halt to attacks on Ukrainian territory if Kyiv holds elections. Putin, who has long disputed the legitimacy of Ukrainian President Volodymyr Zelensky's government, stated that Ukraine must legitimize its government through elections. Zelensky, elected in 2019, has indicated that any territorial concessions to Russia would require public approval through elections or a referendum.
