Russian President Vladimir Putin announced a delegation of experienced negotiators to hold direct talks with Ukraine, excluding himself. Previously, Ukrainian President Volodymyr Zelenskiy indicated he would attend if Putin were present. The delegation includes officials from earlier talks in 2022, such as Vladimir Medinsky, Alexander Fomin, Igor Kostyukov, and Mikhail Galuzin. Despite several rounds of negotiations in Belarus and Turkey, the talks ultimately failed.
