Heavy rainfall overwhelmed drainage systems, leading to water backup and debris buildup. Construction zones and aging infrastructure exacerbated the issue, causing flash flooding on the George Washington Parkway and other routes. Authorities struggled to manage the excessive water volume, with officials comparing it to "holding the ocean back with a broom."
